A Qualified Motor Vehicles is a motor vehicle used, designed, or maintained for transportation of person or property between multiple jurisdictions and:
- Has two axles and a gross vehicle weight or registered gross vehicle weight exceeding 26,000 or 11,797 kilograms; or
- Has three or more axles regardless of weight; or
- Is used in combinations, when the combination exceeds 26,000 pounds or 11,767 kilograms in gross vehicle weight or registered gross vehicle weight.
IFTA Fuel Tax Reporting and Mileage Tracking Requirements
In order to file IFTA online, you’re required to have trip reports and fuel records. Trip reports are the source documents completed by the drivers that report detailed accounts of miles traveled and fuel purchased for their vehicle. These reports are needed for the annual IRP registration renewal and quarterly fuel tax returns.
IFTA filing requires a record of the fuel purchased and used by each IFTA licensed vehicle. Evidence of tax-paid fuel purchases are required to obtain an IFTA credit. You will need trip information to file IFTA online. Reporting requirements include:
- Trip starting and end dates
- Trip origin and destination
- Any additional stops
- Travel route
- Beginning and ending odometer readings
- All trip miles
- Miles traveled in each jurisdiction
- Unit or VIN number
- Fleet number
- Registrant’s name

The International Registration Plan (IRP) and IFTA are both for the redistribution of fuel tax revenue between member states and Canadian provinces. Through this program, carriers benefit by consolidating licensing and IFTA fuel tax reporting requirements through your base jurisdiction (home state). With mileage and fuel records from drivers, member states can ensure proper tax distribution among all jurisdictions. However, carriers and drivers are responsible for recording miles traveled and fuel usage per jurisdiction.
